I noticed that, since I started collecting more and more CC, that my randomly generated NPCs would have the custom skin tones, the wrong articles of clothing for that gender, etc. So I decided to Disallow CC for random. My desktop is pretty ancient so I wouldnt be terribly surprised if that was a factor but I also have never had this issue before and was able to play and create sims without glitches.
